RAIL
A Fatigue Risk Management System the ORR will actually accept.
ROGS Regulation 25 requires every railway duty holder to have an FRMS inside their Safety Management System. Most TOCs still rely on roster-only tools that assume time off equals rest. RosterWise is the biological truth layer — the part the regulator now expects to see.
REGULATORY PRESSURE
Where the rail sector sits under ORR scrutiny.
| Regulation | Requirement | Enforcer |
|---|---|---|
| ROGS 2006, Regulation 25 | Mandatory Fatigue Risk Management System within the SMS for every safety-critical worker — drivers, signallers, controllers, track workers. | ORR |
| NR/L2/OHS/003 (Network Rail standard) | Hours-of-work limits and fatigue management requirements applied across the managed infrastructure and to contractors. | Network Rail / ORR |
| HSWA s.2 / Management Regulations 1999 | Risk-assess fatigue alongside other workplace hazards; record significant findings. | HSE / ORR |
FATIGUE BY THE NUMBERS
What the rail evidence base shows.
21%
of high-risk rail incidents had fatigue as a contributing factor (RSSB, 2022)
Reg 25
ROGS makes an FRMS a legal requirement for every UK railway duty holder
TOC gap
Signal Software dominates infrastructure but has near-zero presence in train operating companies
GHOST SHIFT EXAMPLE
A common rail pattern that hides in plain sight.
A driver works a late turn finishing at 23:30 and is rostered onto an early turn starting at 04:45 the next morning. That is a 17 hour 15 minute gap — well outside any prescribed limit on its own, but compounded into a roster pattern that repeats across a fortnight. The individual shift looks defensible. The pattern does not. By the third early-after-late inside two weeks, the driver is operating on accumulated sleep debt that conventional rostering tools cannot see, because they only check inter-shift gaps in isolation. RosterWise scores the cumulative biological cost across the whole roster, surfaces the pattern, and gives the FRMS owner an evidence-based intervention before the ORR inspector asks why nothing was done.
HOW ROSTERWISE HELPS
Built for the operational realities of rail.
- ROGS Reg 25 evidence pack — every roster generates an FRMS-aligned risk assessment ready for ORR inspection.
- Cumulative fatigue scoring across rolling rosters, not just isolated shift gaps.
- Designed for TOCs first: driver rosters, depot rosters, controller rosters — and the realities of T&Cs negotiated with ASLEF and RMT.
- Aligned to NR/L2/OHS/003 hours-of-work limits and the wider Network Rail fatigue standard.
- Aggregate-only dashboards for Heads of Safety and Driver Managers — no individual driver fatigue scores exposed to the employer.
- Confidential driver coaching, route-aware and shift-pattern-aware, delivered through the worker mobile app.
